Journal Evaluation Criteria
The Conditions for Acceptance to the Database and Recommendations for Journals, as updated and approved in the 73rd meeting of the ULAKBIM Turkish Medical Database Committee on January 8 2008, effective January 1 2008, are as follows:

A-Conditions
  • Journals should be published on a regular basis throughout the year and each issue must be sent to ULAKBİM by cargo, in no later than 4 months following the date of publication. A CD of the issue prepared in conformity with the "Standard Electronic Format" is also required in addition to the printed journal. Any delay will be the responsibility of the journal/publisher. The information on the dates of receipt of journals by ULAKBİM can be found on the website of ULAKBİM.
  • The full title of the journal, together with the abbreviated title, postal address, current e-mail addresses of the editor and institution/journal, publication frequency, and the dates on which each issue is to be published (year and month) should be clearly stated in the journal.
  • Journals should be published at least three times a year, and no combined issues should be published. Special issues or supplements are not included in the evaluation. Supplements should not be given issue numbers and continuous page numbers.
  • The total number of scientific research articles in a year should not be less than 15 and should constitute the 50% of the total scientific content (research articles, case reports, and reviews).
  • Journals should have a referee (consultant) evaluation system. Each scientific article should be sent to at least two referees. Referee evaluation reports should be kept for at least five years after publication, and copies of these reports should be sent to the ULAKBIM Turkish Medical Database Committee whenever required.
  • Each scientific article should have English and Turkish titles, a structured abstract, and a sufficient number of keywords.
  • Journals should publish subject and author indexes at the end of each year. This is not necessary for electronic journals, but these journals should provide electronic search motors.
  • Journals should have an ISSN (International Standard Serial Number) given by the Ministry of Culture. This ISSN should be printed on the top right-hand corner of the cover of the journal and in the front page. Electronic journals should have an e-ISSN.
  • Conformity with research and publication ethics should be sought in scientific articles. This must be clearly stated in the Instructions for the Authors and Publication Policies.
  • Current version of the Uniform Requirements for Manuscripts Submitted to Biomedical Journals on the webpage of International Committee of Medical Journal Editors (ICMJE) (http://www.icmje.org/) should be taken into consideration.
B-Recommendations
  • It is recommended that the full-texts of journals be available online.
  • Keywords given in scientific articles should conform to "Index Medicus: Medical Subject Headings" standards.
  • Editors are advised to encourage references to national journals, to foster the development of national publishing.
  • Advertising material should not be placed between the pages of scientific articles, in order not to damage the integrity of the article, and the pages with ads should not be numbered.
  • Scientific articles should be classified according to their type (as research articles, case reports, reviews etc.) and these should be indicated in the contents page and in the title page of the article.
  • Journals should be printed on alkaline paper.
The Conditions for Acceptance to the Database and Recommendations for Electronic Journals
The Conditions for Acceptance to the Database and Recommendations for printed journals are also valid for e-journals. Additional conditions for e-journals are listed below:

A-Additional Conditions
  • Journals should be published on regular basis throughout the year, and ULAKBIM Turkish Medical Database Committee in TÜBİTAK-ULAKBİM (tip@ulakbim.gov.tr) should be informed of the publication of each issue by an e-mail. A CD of each issue, prepared in conformity with the "Standard Electronic Format" is also required to be sent to ULAKBİM by cargo. Any delay will be the responsibility of the journal/publisher.
  • Full title of the journal, together with the abbreviated title, the postal address, current e-mail addresses of the editor and institution/journal, publication frequency, and the dates on which each issue is to be published (year and month) should be clearly stated in the webpage of the journal.
  • A search engine with subject and author search facility should be provided on the webpage. Otherwise the journal is required to publish a subject and author index yearly.
  • Electronic journals should also have an ISSN (International Standard Serial Number) given by the Ministry of Culture. This ISSN should take place on the webpage of the journal together with its title.
