The Center provides information and document delivery services nationwide, using traditional and electronic means, in order to meet the information needs of academia, public and industrial sectors, and to contribute to the production of scientific information in Turkey.
Cahit Arf Information Center aims:
- to increase the production of scientific publications and improve the efficiency of education and research activities in Turkey, by making the information and document services compatible with new technologies available for researchers all over the country,
- to take national initiatives for the development of electronic information sources and services, and to improve access facilities to academic information and documents for researchers, in cooperation with related education and research organizations,
- to archive the databases of leading international e-journal publishers and Turkish scientific journal contents, and to create a national electronic resource archive to ensure a long term access to basic electronic information sources and national scientific content subscribed by ULAKBIM and university libraries in Turkey, through consortial activities,
- to produce Turkish electronic information resources / databases and to develop them up to global standards, to provide for the integration of these e-resources with similar international systems and to offer them to the service of researchers,
- to conduct and publish bibliometric studies for the measurement of Turkey's performance in the production of international scientific publications,
- to provide incentives for researchers making international publications and to contribute to increase the number of scientific publications made in Turkey through the .Promotion Program for International Scientific Publications (UBYT).,
- to create equal opportunity of access to academic information resources for researchers throughout Turkey, by entering into national license agreements (TÜBİTAK EKUAL) with leading publishers.
- to provide services in Reader's Hall.
Information and document services Cahit Arf Information Center provides for researchers from various fields are:
- Information retrieval and document delivery from print and electronic resources from 1983 to present for over 10,000 titles,
- Subject and Citation Search services,
- National Databases in the fields of health, veterinary, biology, agriculture, engineering, architecture, chemistry, food and social sciences,
- Online Union Catalog of Perodicals, covering print and electronic collections of ULAKBIM, and print collections of Başkent, Bilkent, Hacettepe and Gazi Universities,
- Nationwide Document Delivery Services over the National Document Delivery System.
Cahit Arf Information Center provides access to:
- A remarkable scientific journal collection with more than 10.000 printed and more than 8.000 electronic titles from 1983 to present,
- A local archive of leading publishers in the world, such as ELSEVIER Science Direct, IEEE/IEE, Institute of Physics (IOP) Publications,
- A rich collection of international full-text and bibliographic databases in various fields, which have substantial influence on academic platforms,
- Final reports of research projects supported by TUBITAK,
- Full-texts and/or abstracts of the articles in Turkish scientific journals indexed in National Databases created by ULAKBIM,
- Publications of TUBITAK Research Groups and Institutes.
Besides providing access to information and documentation on a national basis, with the purpose of increasing academic publication production activity in Turkey, ULAKBİM carries out bibliometric studies on annual basis to measure scientific publication performance of the country. The objective of these studies is to put forth significant clues for the identification of research priorities according to the needs of the country, and furthermore, to specify fields of science which have yet to achieve sufficient level of development relatively. Studies carried out on this issue are shared with the public both in printed form and on the website of ULAKBIM.
"Web of Science Publication and Citation Lists", which have been published by a robot program developed in ULAKBIM since June 2003, are being presented to users in a new format under the name "Turkey Scientific Publication and Citation Indicators" as of October 2007.
Within the UBYT Program, scientific publications in journals included in Science, Social Sciences and Arts & Humanities Citation Indexes (SCI, SSCI, A&HCI) and Journal Citation Reports (ISI-JCR) of researchers working in Turkish institutions are granted incentives, taking into consideration the ISI-JCR's impact factor rankings.
UBYT has substantially reached its aim, and Turkey has gone up from being 34th to 19th in 15 years in international scientific publication listings. In order to increase the quality of Turkey addressed scientific publications as well as the quantity, C group publications in the fields of science (excluding those in social sciences and humanities) are decided to be promoted only once in a year, according to UBYT Payment Principles Item 5, with the decision of TUBITAK Scientific Council nr. 162/01.03.2008, effective from 1st of March, 2008. Thus, it is aimed to increase the number of publications in A and B group journals.
Applications to UBYT Program can be made online, for publications issued in the current year or the previous year, using the link on the website of ULAKBİM. It is required to be a ULAKBIM member for application. The users who already have a ULAKBIM membership can use the same membership data to enter the system.

Two types of search requests can be made using KAT system:
- Subject (Publication / Literature) Searches: Users may request a Subject Search to make a literature survey in their subjects and get the records of full-texts or abstracts of articles, reports, projects, etc. related with their research, in the related databases available in the center, specifying keywords. Subject Searches are conducted by Subject Specialists.
- Citation Searches: Citation Searches are conducted by Reference Librarians, in order to measure scientific performance of academicians. Users can get a list of their publications entering Citation Index, along with the number of citations made to these publications by other researchers.
The documents are sent to the users either by cargo or e-mail as requested. A small fee is charged for remote search services.

You can browse publications / journal collections of ULAKBIM, Gazi, Hacettepe, Bilkent and Baskent Universities through a single interface, using the Union Catalogue of Periodicals.
Electronic journals are accessible only through ULAKBIM website, according to Licence agreements.
Users need to create a membership account for themselves in the system and perform their transactions over this account. Requests arriving at the Center with UBSS are provided primarily from ULAKBIM information sources, and other information centers within the country and abroad. Photocopies of documents are sent to users' addresses by post or cargo.
Announcement
Requests for theses made abroad (Please apply to YÖK for theses made in Turkey), international standards, and project reports can also be made over UBSS.
For theses,
- It is required to have ULAKBİM UBSS membership.
- The user who makes the application must be a researcher in a Public or Private R&D organization or an academician in the university.
- Only the requests for theses in ULAKBIM databases can be met, due to difficulties in supplying theses from abroad. Therefore, applications should be made marking "domestic" in the UBSS.
- A maximum number of 5 theses can be requested in each application.
- For requests from ASTM, ISO, DS-EN-CEN-CENELEC, MILSPEC, and IEC, .domestic. alternative should be chosen in UBSS.
